Born in Bryan in 1947, Councilmember Madison attended G.W. Carver Elementary School and graduated from E.A. Kemp High School before attending Blinn College, Texas A&M University, Prairie View A&M and Texas Southern University.

Madison's community involvement includes five years of service on the Bryan City Council and on Bryan's Planning and Zoning Commission.  Madison is also active on an advisory committee to the superintendent of the Bryan Independent School District, with the North Bryan Lion's Club and on the board of directors of the Brazos Valley Council of Governments.

Madison is a dedicated member of Pleasant Grove Baptist Church, where he was elected chairman of the trustee board and co-chairman of the deacon board.
