The Building Services Division is responsible for the issuance of permits for construction, vendors, solicitors, signs and garage sales. The Building Services Division also performs building inspections prior to occupancy of structures, during construction/remodeling, and to determine whether structures are safe or if structures should be demolished per Dangerous Structures Ordinance.

Building Services National Electrical Code Adoption Update:

2011 National Electrical Code is proposed to be adopted by the City of Bryan in the summer of 2013.  

Background:    In 2012, the City of Bryan underwent a Building Code Effectiveness Grading Schedule (BCEGS) survey administered by the Insurance Services Office, Inc. (ISO).   ISO is the leading supplier of statistical data, underwriting information, and actuarial analysis to the property/casualty insurance industry in the United States.   The BCEGS classifications are distributed by ISO for use by property/casualty insurers to assist in their insurance underwriting and premium development programs for residential and commercial properties.     Insurers can use the BCEGS classification number to offer insurance premium discounts to eligible properties in Bryan.   In the 2012 survey, it was found that the City of Bryan needed to adopt a more current electrical code.   The state of Texas has adopted the 2011 National Electrical Code which is also the current electrical code in the City of College Station.   The City of Bryan currently has adopted the 2005 National Electrical Code and proposes to adopt the 2011 National Electrical Code by end of summer 2013 in order to maintain a lower and better BCEGS classification number.   The result of this adoption process will be a safer and more current electrical code and also will allow property owners to continue to take advantage of insurance premium discounts.

Proposed City Amendments to 2011 National Electrical Code

The general public, homeowners, property owners, developers, architects, engineers, general contractors, homebuilders, and electrical contractors are invited to participate in this code adoption process.   After a staff review, legal department review,  and a draft ordinance is written, the city will hold a public hearing to review the proposed code adoption at a City of Bryan Board of Adjustment & Appeals hearing.   The Board of Adjustment & Appeals is a citizen based committee that oversees the adoption of city codes and appeals to the interpretation of city codes.   This hearing took place on April 8, 2013.   The Board of Adjustment & Appeals reviewed reviewed major changes and staff's proposed amendments to the 2011 NEC and now the draft ordinance will be sent to the Bryan City Council for final review and approval during another public hearing at a regular scheduled city council date.
