Bryan Police conduct Operation Thumper
Neighborhood Enforcement Team Officers have received numerous complaints of excessively loud bass throughout the City of Bryan, which is adversely affecting the quality of life for Bryan residents. Loud music complaints are the most common complaint heard by the NET Officers. On April 8, 2009 and on April 16, 2009, the Bryan Police Department conducted a sting called “Operation Thumper”. Operation Thumper focused on areas where The Bryan Police Department has received previous complaints. Officers in plain clothes and in unmarked vehicles identified violators and then direct the marked takedown units to their location. A total of 45 citations were issued for loud music. A violation of the City of Bryan Noise Ordinance is a Class C Misdemeanor and punishable with a $300 dollar fine.
Results of the operation conducted on April 8, 2009:
14 Loud music
1 Arrested for loud music and for on a warrant for loud music
1 Arrested for Felony theft by check warrant and city warrant
1 Arrested for Class B theft by check warrant
2 No Insurance (Fail to Maintain Financial Responsibility-FMFR)
2 No Driver’s License
1 Permitting an unlicensed driver to drive
Results of the operation conducted on April 16, 2009:
30 Loud Music
2 Driving While License Invalid
1 CSPD Warrant
6 No Insurance (FMFR)
8 No Driver’s License
1 Open Container
1 Child Restraint
1 Warrant Arrest for Fail to Stop, Racing, FMFR, and Unsafe lane change.
NET Officers also wants to remind citizens to continue contacting their specific NET Officer in regards to repetitive quality of life and criminal issues in their neighborhood. It is through the partnerships with the citizens that the City of Bryan will be the safest City in the Great State of Texas.
The City of Bryan Noise Ordinance is:
Sec. 50-121. General prohibition
Any unreasonably loud, disturbing, unnecessary noise which causes material distress, discomfort, or injury to persons of ordinary sensibilities in the immediate vicinity thereof is hereby declared to be a nuisance and, as such, is liable to be abated, is hereby prohibited, and the person guilty of causing, permitting, or suffering them or any of them upon any premises or upon any building occupied or controlled by him or her or in any street, alley, sidewalk, or gutter immediately adjacent to such premises shall, upon conviction, be fined as provided in section 1-14. Any noise of such character, intensity, and continued duration which substantially interferes with the comfortable enjoyment of private homes by persons of ordinary sensibilities is hereby declared to be a nuisance and, as such, is liable to be abated, is hereby prohibited, and the person guilty of causing, permitting, or suffering same upon any premises or in or on any building occupied or controlled by him or her or in any street, alley, sidewalk, or gutter immediately adjacent to such premises shall, upon conviction, be fined as provided in section 1-14.
