Consultant completes portions of internal affairs investigation
Consultant Kenneth Lybrand has completed two of three components of the internal affairs investigation in the Bryan Police Department related to a Nov. 23 incident at the home of Police Chief Tyrone Morrow.
The investigation studied three components – Chief Morrow’s conduct related to the Nov. 23 incident; whether two sergeants who responded to Morrow’s home on Nov. 23 followed proper policies, procedures and protocols; and whether other members of the department violated policies or procedures following the incident.
Acting Police Chief Bobby Whitmire has reviewed information gathered by Lybrand. Civil Service Code, a State of Texas code, restricts the release of certain information related to an internal affairs investigation. However, the City can report that no formal discipline has been or will be issued regarding the two components of the investigation that are complete.
“The department conducted a complete investigation into the Nov. 23 incident,” Whitmire said. “They did their jobs in one of the most difficult positions in which they could be placed. They were thorough and transparent.”
Because of Civil Service restrictions, the City of Bryan cannot make further public statements related to this investigation of Bryan police officers. In 1979, the citizens of Bryan elected to adopt Civil Service for both the Bryan Police and Fire departments. Adopting Civil Service put into place certain protection and rights of individuals employed under Civil Service rules.
Chief Morrow, however, does not fall under Civil Service Code because, as the police chief, he reports directly to the Bryan City Manager. A report on the chief’s conduct is not complete but is expected to be delivered to City Manager David Watkins late next week. Watkins will then evaluate the facts and make a decision about Chief Morrow’s future with the Bryan Police Department.
