City of Bryan Building and Electrical Code Updates 2017


Starting in June 2017, the City of Bryan will be holding public hearings for the adoption of the 2015 International Codes and the 2014 National Electrical Code.

For the past several years, City staff has been reviewing the family of 2012 and 2015 International Codes produced by the International Code Council (ICC) and the 2014 National Electrical Code produced by the National Fire Protection Association (NFPA). In 2010, the City adopted the 2009 International Codes and 2011 National Electrical Code which are still in effect. The Insurance Services Office, Inc. (ISO)/ Building Code Effectiveness Grading Schedule (BCEGS) requires cities to have updated and current codes, which helps make structures safer, the city safer overall, and can decrease insurance costs.

Second ‘Open House’ is July 18: Meet with staff, ask questions, watch presentations

The second open house event will be on July 18, 2017, from 1 p.m. to 5 p.m. in the Basement Training Room, Municipal Office Building (City Hall), 300 S. Texas Avenue, Bryan Texas. Come and meet inspectors, plans examiners, and the building official and ask questions about the new proposed codes and amendments. Handouts will be available on proposed amendments and staff notes on significant code changes.

Starting at 1:30 p.m., staff will give short presentations on some of the code changes, including major changes and proposed amendments to the codes.

  • 1 p.m.: Questions and answers
  • 1:30 p.m.: IBC/IFC
  • 2:30 p.m.: NEC
  • 3:30 p.m.: IRC
  • 4:30 p.m.: Questions and answers


Second Public Hearing is July 20, 2017

The second public hearing will be held on July 20, 2017, at 6 p.m. in the Basement Training Room, Bryan Municipal Building (City Hall), 300 S. Texas Avenue, Bryan, Texas. The following code amendments will be reviewed and voted on by the Board of Adjustments and Appeals:

  • 2015 International Building Code
  • 2015 International Fire Code
  • 2015 International Residential Code
  • 2014 National Electrical Code

This is a public hearing. Contractors, Developers, Home Builders, Design Professionals, and Homeowners are welcomed to attend and participate. If the amendments are approved at this hearing on July 20, the code changes will be scheduled for final approval and adoption by the Bryan City Council at a future City Council meeting in 2017.


Board of Adjustment and Appeals Approves First Group of Code Amendments

The first of our open house events was on June 5, 2017, and the first public hearing was held on June 6, 2017. The following code amendments were reviewed and approved by the Board of Adjustments and Appeals on June 6. These changes still need City Council approval for final adoption:

  • 2015 International Mechanical Code
  • 2015 International Plumbing Code
  • 2015 International Existing Building Code
  • 2015 International Energy Conservation Code
  • 2015 International Fuel Gas Code

City of Bryan Proposed Amendments: 2015 International Codes and 2014 National Electrical Code

Cities are allowed to make amendments the International Codes and the National Electrical Code. In the case of the electrical code, the State of Texas does not allow a City to make the electrical code less stringent. Many of the amendments have been in place since the City first adopted the International Codes in 2000.

Here are the City Staff-proposed amendments to the 2015 International Codes and 2014 National Electrical Code. These amendments are proposed for the adoption of the latest codes:

As part of adoption of the International Fire Code, the Bryan Fire Department will also be adopting the latest version of the NFPA Life Safety Code.
