The City of Bryan is asking for community feedback on a proposal to add two-hour, enforced timed parking in portions of Historic Downtown Bryan. The proposed schedule would apply Monday through Friday, 8 a.m. to 5 p.m.
On-street parking throughout Downtown Bryan will still be free. Under this proposal, only certain spaces would have a two-hour time limit, and those limits would be actively enforced to improve turnover and make parking more accessible for businesses, residents and visitors.

The city formed a Downtown Parking Committee with nine members representing businesses, offices, restaurants and residential. This process began after a group of Downtown Bryan merchants asked the city to consider timed parking enforcement and regulation.
The Downtown Parking Committee will finalize its recommendations after the public input period. At this time the proposal is still in early stages, and therefore, no decisions have been made regarding cost, fees or timeline. Updates will be provided as details are finalized.

Downtown Bryan Parking Committee
The City of Bryan’s ad hoc Downtown Parking Committee has been working through a wide range of topics:
- History and current parking conditions in Downtown Bryan.
- Research parking strategies in other cities (Temple, Georgetown, New Braunfels, etc.)
- Variety of data collection and utilization analysis.
- Identify parking hot spots.
- Explore parking enforcement options, sensor technologies and cost analysis.
- Provide short-, medium- and long-term recommendations that support Downtown’s growth while meeting the needs of residents, businesses and visitors.
Timeline Highlights
- Sept. 8 – Oct. 6, 2025 – City issued request for proposals for Downtown parking technology implementation and enforcement.
- July 8, 2025 – City Council received another update during their workshop meeting from the Downtown Parking Committee.
- March/April 2025 – Conducted SafetyStick Pilot Program, provided by Municipal Parking Services, at no cost to the city. The temporary, solar-powered devices gathered data for 30 days in areas on Main Street.
- Sept. 10, 2024 – City Council received an update during their workshop meeting from the Downtown Parking Committee.
- Aug. 30 2024 – City branded existing parking lots, published a GIS map of available parking, and installed parking wayfinding signage.
- Aug. 9 & 30, 2024 – Parking behaviors were evaluated before and after the fall semester began, and courtesy reminder flyers were placed on vehicles not in compliance.
- Feb. 27, 2024 – City announced formation of the ad-hoc Downtown Parking Committee, consisting of nine members.
- Feb. 15, 2024 – Mayor Bobby Gutierrez issued a statement regarding parking in Downtown.
- Nov. 2023 – City received recommendations from a group of Downtown merchants to consider timed parking enforcement and regulation.
