The Bryan City Council meets on Tuesday, May 20, for their workshop and regular meetings at City Hall.

3:15 p.m. – Workshop Meeting

• Presentation and Discussion of Plan of Work with Bryan Business Council. Joint meeting will take place in the Basement Training Room.

• Discussion of appointments to the Bryan-Brazos County Economic Development Foundation, Inc.

3:45 p.m. – Bryan Commerce & Development, Inc., Board of Directors Meeting

The Bryan City Council also serves as the Board of Directors for Bryan Commerce and Development Inc., the city’s economic development arm. Meeting is held in Room 305.

• Consideration of a Quitclaim Deed to resolve a boundary discrepancy in Block 1, Lot 3 of the proposed Muckleroy Nevada Subdivision.

• Resolution ratifying the purchase of Lot 21 of the Lakeview Addition.

Ceremonial Items

• Proclamation honoring Martin’s BBQ 100^th Anniversary.

• Recognition of Brandon Reid for being selected as the Texas Airport Professional of the Year.

Public Hearings

• Rezoning request to change zoning classification from a combination of Innovation Corridor – Retail Services District (IC-RS) and Innovation Corridor – High-Density Residential District (IC-HDR) to Planned Development – Housing District (PD-H), on 162.32 acres of land, located 550 feet to 4,200 feet north of the intersection of West State Highway 21 and John Sharp Parkway (State Highway 47).

• Owner-requested annexation of a total of 27.19 acres, located generally south of Tabor Road (FM 974) between Boatcallie and Marino Roads.

• Consideration of an ordinance to designate a tax reinvestment zone for 14.73 acres off of Boatcallie Road to allow for future ad valorem property tax abatement within the zone, for economic development incentives.

Consent

• Resolution authorizing the Mayor to execute a contract with the Texas Water Development Board (TWDB) for updating the City of Bryan 2D stormwater model and preparing a Master Drainage Plan utilizing the City’s $65,000 matching funds to leverage $585,000 in a federal fund reimbursement from the TWDB under the federal Flood Mitigation Assistance Grant Program.

• Approval of the first extension for purchase of sulfur dioxide gas with PVS DX, Inc. in a not to exceed amount of $138,060.

• Consideration to approve the first amendment to the third restatement of the Inter-local Agreement (ILA) for the construction, acquisition, implementation, operation and maintenance of the Brazos Valley Wide Area Communications System (BVWACS) and the first amendment to the ILA for managing entity by the Brazos Valley Council of Governments (BVCOG) for the BVWACS, for the purpose of adding Robertson County as a full BVWACS Party.

• Resolution for the City of Bryan Fire Department to apply for a State Homeland Security Grant, through the Office of the Governor in the amount of $50,000, to purchase ballistic personal protective equipment.

• Reject all bids for Burton Creek Water Treatment Building Repair. A new Request for Bids will be released in anticipation of gaining greater market interest for the project.

• Reject all proposals for developer and operator/manager of Travis Major Field. Staff will prepare a budget proposal to begin internal operation of the City-owned facility utilizing rental agreements with existing user groups, including the Brazos Valley Bombers, beginning Jan. 1, 2026.

• Resolution to clarify the scope of authority of the Bryan Texas Utilities Board to delegate signature authority to its General Manager.

Statutory

• Fiscal Year 2025 Warehouse Blanket Purchase Orders.

• Purchase of Fire Station Alerting Equipment to replace the current, end-of-life system, in a not to exceed amount of $182,000.

• Three-year Microsoft Enterprise Agreement purchased through SoftwareOne using The Interlocal Purchasing System (TIPS), for a total contract cost not to exceed $486,246.

• Retail Water Service Area Agreement with Wellborn Special Utility District for an amount not to exceed $258,400.

• Contract for the rehabilitation of Well #16, located on Louis Mikulin Road, to Alsay, Inc., for a not to exceed amount of $573,043.

• Approval of planned and budgeted vehicle purchases for various departments from Caldwell Country Chevrolet in a not to exceed total of $873,495.

• Construction Contract for Midtown Park Phase 3C – Dam, Spillway, and Outer Loop Trail to Larry Young Paving, Inc. in the not to exceed amount of $5,637,052.05.

• Consider the appointment of individuals to the Bryan-Brazos County Economic Development Foundation.
