City of Bryan Launches Initiative Focused on Bryan Fire Department Leadership Development, Communication & Long-Term Operational Excellence
The City of Bryan and the Bryan Fire Department are taking proactive steps to strengthen the long-term health, leadership development, communication systems and operational sustainability of the department through an independent organizational assessment conducted by Fitch & Associates, a nationally respected public safety consulting firm known for advising fire departments and emergency service agencies across the country.
City leadership commissioned the assessment as part of a broader commitment to transparency, accountability and continuous improvement as Bryan grows. The city received the first of two phases of the report on May 11, with phase two expected in August. Phase one is an organizational assessment, while phase two is an operational assessment.
The assessment includes confidential interviews, surveys, focus groups, operational reviews and discussions involving firefighters, command staff, administrative personnel, association representatives, and city leadership.
Leaders say bringing in an independent third-party organization was intentional.
“We do not want assumptions. We want honest feedback,” said City Manager Andrew Nelson. “Strong organizations do not wait for challenges to grow larger before addressing them. We brought in one of the most respected public safety consulting firms in the country because our firefighters, our citizens, and our future deserve transparency, accountability, and a clear path forward.”
The report recognizes the Bryan Fire Department for its strong operational performance, respected reputation in the community, and firefighters who remain deeply committed to serving the public. At the same time, the assessment identifies organizational pressures tied to growth, increasing operational demand, workforce retention challenges, communication gaps, and the strain modern fire service places on departments nationwide. The report notes that internal systems, communication structures and leadership development must evolve alongside the department’s continued growth.
“This initiative reflects our commitment to continuous improvement and long-term organizational strength,” said Fire Chief Richard Giusti. “We owe it to our firefighters and our community to regularly evaluate how we communicate, lead and support the people serving this city every day. Our goal is to ensure the Bryan Fire Department remains operationally strong today while continuing to build for the future.”

The assessment also provides a detailed roadmap for improvement, including recommendations focused on leadership coaching, company officer development, structured communication systems, retention strategies, operational planning, strategic planning, fleet and facility capital plans, and expanded professional development opportunities.
The assessment outlines a phased roadmap designed to strengthen communication systems, leadership development, workforce sustainability and long-term operational planning.
“This process centers on listening,” said Bryan City Manager Andrew Nelson. “Listening to firefighters, their concerns, and the realities of a profession that continues to evolve. The community expects excellence from its fire department, and our responsibility is to continue building an organization that supports the people delivering that service every day.”
The City of Bryan and the Bryan Fire Department will evaluate recommendations outlined in the report as part of strategic planning efforts focused on organizational excellence, firefighter support and long-term operational sustainability.
