City of Bryan Taxpayer Impact Statement for Fiscal Year 2026-2027
(Required under Texas Government Code Section 551.043, as amended by HB 1522, 89th Legislature (2025), effective Sept. 1, 2025.)
This Taxpayer Impact Statement is provided for informational purposes to illustrate the estimated property tax impact of the Proposed Tax Rate, the statutory No-New-Revenue Tax Rate, and the Voter-Approval Tax Rate for Fiscal Year 2026–2027.
The City Council has proposed a tax rate of $0.624000 per $100 of taxable valuation for Fiscal Year 2026–2027, which is the same tax rate the City adopted for Fiscal Year 2025–2026. The proposed tax rate is not greater than the No-New-Revenue Tax Rate and is not greater than the Voter-Approval Tax Rate. As a result, the City is not required to hold an election to seek voter approval of the rate.

On Aug. 11, 2026, City Council set a not-to-exceed tax rate equivalent to the proposed tax rate of $0.624000. On Sept. 8, 2026, City Council will have a hearing and the first reading of the ordinance to adopt a tax rate of $0.624000, with the final reading to adopt a tax rate of $0.624000 taking place on Sept. 15, 2026.
