Homebuyer Assistance

The program assists eligible homebuyers in the purchase of existing and newly constructed affordable homes. Applicants may receive a minimum of $3,500, up to $14,000, or slightly more, if appropriate, depending upon the final negotiated price of the home and the financial circumstances of the buyer, provided at closing on any home (other than manufactured homes) for sale in the City of Bryan. Assistance is provided in the form of a deferred, non-interest-bearing note requiring owner occupancy for a minimum of five years. Once the property is sold or no longer owner-occupied the assistance amount must then be repaid, to the extent net proceeds are available from any sale.

Home Foundation Initiative Program

The Bryan Home Foundation Initiative Program seeks to assist homeowners whose mobile and manufactured homes are reaching the end of their useful life. The program allows eligible applicants to receive a one-time payment of $10,000 (non-federal funds) for the purchase of their mobile or manufactured home (to be put in escrow), assistance in constructing a stick-built home on their lot, and financial literacy and home maintenance education. Applicants must meet the following eligibility requirements:

  • Be a legal resident
  • Be able to obtain financing through the city’s Community Development Department, a local bank, mortgage company or one of the private financing partners;
  • Be a resident of Bryan for at least five years;
  • Cannot owe any back taxes or liens on the property that are not on a payment plan;
  • Must not be delinquent on BTU utility accounts, or City of Bryan loans, unpaid citations or fines;
  • Current on income taxes, student loans, and child support payments; and
  • The property may not be located in the 100-year flood plain, unless flood insurance is obtained and current.

Homeowner Major Rehabilitation Assistance Program

Funding is provided directly to a contractor to perform major rehabilitation of owner-occupied homes in need of significant repairs within the city limits of Bryan. Homes deemed infeasible to rehabilitate may require complete demolition and reconstruction. Funding is provided from the City’s HOME Investment Partnerships Program grant or Community Development Block Grant from the U.S. Department of Housing and Urban Development. Funding is provided in the form of a repayable 0%-interest loan, structured upon the household’s ability to repay, which may be partially deferred for households earning under 50% of the Area Median Income in an amount up to $40,000 (or slightly greater for elderly or handicapped). The homeowner signs a Tri-Party Agreement for construction with the City and the contractor, and a note and deed of trust with the City prior to the start of construction.

Homeowner Minor Repair Program

The minor housing repair assistance program is designed to alleviate immediate threats to the health and safety of low income home owners by providing grants up to $5,000 in most cases for minor home repairs. Improvements may not bring the entire structure into compliance with codes. Volunteer assistance may be employed to allow more repair work to be accomplished. Volunteer assistance will not reduce the total amount of funds allocated for a minor repair project.

Voluntary Demolition Assistance Program

This funding provides demolition assistance to help property owners tear down and remove dilapidated houses which have been vacant for a minimum of 90 days.
